Mexican Citizen Set To Die By Lethal Injection For Rape and Murder of Teenage Cousin

The Mexican government is pleading with the United States to spare the life of a Mexican citizen.

Ruben Ramirez Cardenas Convicted of the rape and murder of his 16-year-old cousin. The crime happened in McAllen in 1997. Cardenas is scheduled to die by lethal injection on Wednesday, November 8.

At a news conference in Mexico City, Mexican authorities say executing Cardenas would violate international treaties. They said U.S. authorities failed to notify Mexico about the arrest. Mexico also accuse U.S. officials of failing to hold a review required by the United Nations International Court.  

Court records confirm Cardenas crawled through his victim’s window and tied her up with duct tape. Then he and another man drove to a rural area and beat the 16-year-old to death and dumped her body into a canal.

News Center 23 will be at his execution on Wednesday.
