A former Weslaco city commissioner and Hidalgo County Commissioner pct. 1 have been arrested.
Weslaco City Commissioner John Cuellar, 56, of Weslaco Arturo Cuellar, Jr., 65, of Hidalgo County, and Daniel Garcia, 40, an attorney based in Rio Grande City have been arrested by agents with the FBI and IRS Criminal Investigation.
The men have been tied to an investigation involving the $38 million Weslaco water treatment project.
Additional details, including the charges, will be provided later this morning from the United States Attorney’s Office – Southern District of Texas and The Department of Justice.
Last week, federal prosecutors indicted Rio Grande City Judge López for allegedly receiving more than $2 million through several companies that would favor the construction of Weslaco’s water treatment plant.
According to the 18-count indictment, Río Grande City municipal Judge Leo López allegedly gave Ricardo Quintanilla nearly $86,000. The money was then laundered through a co-conspirator between August 2011 and December 2016.
Quintanilla is behind bars on charges of conspiracy to bribe a Weslaco city commissioner in exchange for contracts. He was also arrested last week.
Quintanilla allegedly kept part of the money and gave the remainder to a Weslaco city commissioner to use to benefit specific companies.
According to the indictment, the same commissioner voted in favor of multi-million dollar contracts for water treatment facilities in Weslaco.
