Ex-La Joya Housing Authority Official facing fraud charges

MCALLEN, Texas – The former La Joya Housing Authority Interim Executive director has been jailed on wire fraud charges.

52-year-old Frances Salinas De Leon is set to appear before a U.S. magistrate judge in San Antonio Friday morning.

An unsealed criminal complaint reveals that De Leon allegedly helped secure a public relations contract for Sylvia Garces Valdez through an unnamed local elected official in return for payment.

The charges detail text conversations between Valdez and De Leon in which De Leon claimed the La Joya official would ensure the contract’s approval and any necessary amendments.

If convicted, De Leon faces up to 20 years in federal prison as well as a possible $250,000 maximum fine.
