Edinburg City Secretary to remain on the job following executive session

The City Secretary for the City of Edinburg will remain on the job. That’s after Ludivina Leal’s position was discussed, following her recent arrest, during executive session at the Edinburg City Council meeting on Tuesday night.

After executive session, it was announced that no action was taken. However, Councilmember Gilbert Enriquez made a motion to remove Leal and replace her with Tim Serna, the Administrative Assistant for the City Secretary’s office.

However, before the actual vote, Enriquez asked City Attorney Omar Ochoa if Edinburg Mayor Richard Molina could vote on the motion.

As we’ve reported, Molina was arrested back in April on charges including engaging in organized election fraud and 11 counts of illegal voting.

Enriquez asked, “Because of the circumstances the mayor finds himself in as well regarding this, would it be a conflict of interest if he were to vote? He should abstain in this vote?”

To which, Ochoa said, “No, I don’t believe the mayor needs to abstain from this vote.”

The vote was 2-2 on that motion so the motion didn’t pass.
