HIDALGO, TX -- With the most successful coach in program history leaving to take the Edcouch-Elsa AD position, Pharr Valley View entrusted the Tigers football program to one of Chris Navarro's trusted lieutenants, promoting offensive coordinator Baldo Pena to head football coach/athletic director at VV.
