A 46-year-old man was arrested on Thursday for sexually assaulting a disabled woman.

Cameron County Sheriff’s Department responded to a home in Brownsville after two teens called 911.

The teenagers told deputies that the woman could not speak, but could still hear, understand and comprehend speech.

As the woman signed to the teens, they then began to explain that she had been sexually assaulted on Monday.

They said that since she is disabled after suffering from a stroke, she had no way to speak or have the strength to prevent the man, identified as Jose Luis Hernandez-Rodriguez, from sexually assaulting her.

The teens told deputies that the alleged assault suspect was in an apartment building next door.

Rodriguez was found at the nearby apartment and taken to the sheriff’s office for questioning.

The assault victim agreed to answer some questions as the deputy wrote them down for the woman on a piece of paper. The deputy asked her to answer them by nodding “Yes” or “No”.

He asked her if she had been sexually assaulted, and if it happened Monday. She nodded “Yes”.

The deputy then asked if it was Rodriguez’ who assaulted her and she nodded, “Yes”.

Rodriguez admitted to the sexual assault and knowing that the woman was disabled.

He was charged with aggravated sexual assault (of disabled).

His bond was set at $80,000.
