Drug testing for welfare, food stamp recipients?

Florida has a new requirement for people on welfare.
Beginning July first, anyone applying for welfare must undergo drug testing.
Florida Gov. Rick Scott told CNN that people who receive state benefits should be drug free.
“Our taxpayers are not interested in subsidizing drug addiction," Scott said. "It is no different than if you apply for a job they're not saying you use drugs, they're just saying in that work environment they don't want you to use drugs. In this case we do not want to subsidize drug addiction. We want to give everybody an increased incentive not to use drugs. It is better for our families and for the individual and it doesn't waste taxpayer money.”
Under the new law, welfare recipients must pay for their own drug screening.
If they pass, their money will be refunded. The American Civil Liberties Union may challenge the law.
Action 4 News checked with the Texas Legislature, there are no bills filed to drug test welfare or Food Stamp recipients in the Lone Star State.
But with the legislature headed into a emergency session for the budget, one could be introduced or filed if it relates to the budget.
