A desolate caliche road in ranch land as far as the eye can see.
It was here that authorities arrested a 14-year-old boy accused of smuggling nine illegal immigrants.
Two of them were killed after an officer fired a shot from a Texas Department of Public Safety (DPS) helicopters.
The boy was released to the custody of his grandmother.
But Hidalgo County District Attorney Rene Guerra told Action 4 News that he met with DPS officials to review that aerial video.
He says many questions have been raised.
"We asked them to look at certain things to document for the investigation,” Guerra said. “So when we take this to the grand jury we will have a complete investigation as to what happened and why it happened. Also this will help us see what we might request in the future from these kinds of chases with helicopters."
Could this have been prevented, Guerra doesn't think so.
He does, however, believe DPS needs to review their polices when it comes to shooting from the air.
He's also asked that they halt on firing from the air until this case is resolved.
"This situation isn't going to come out pretty whichever way you look at it,” Guerra said. “It won't look good for me, a grand jury who reviews it, and certainly not DPS."
Guatemalan Consulate Alba Caceres told Action 4 News that this is just another blow to her office.
It was back in April, when another Guatemalan immigrant was killed while trying to cross into the United States illegally.
She hopes this latest incident will serve as a warning to those trying to make a new life through illegal immigration.
“The people need to know what happens when these people try to cross the border here,” Caceres said.
As for the family of those two immigrants, Alba says she's been in contact with them.
She says they're living in fear and trying to understand what happened.
Officials with the American Civil Liberties Union (ACLU) and other civil rights groups are holding a press conference about the shooting on Thursday morning.
