A man is behind bars in Port Isabel after he allegedly kidnapped a woman outside a WalMart store and took her to the Houston area.

Port Isabel police booked 30-year-old James Belis, Jr. on multiple criminal charges on Thursday.

Investigators told Action 4 News that Belis is accused of kidnapping a 29-year-old woman from outside the Port Isabel WalMart back on August 6th.

Authorities rescued the woman in the Houston suburb of Alvin the next day.

The woman told investigators that Belis had raped her and physically injured her.

Port Isabel police said 29-year-old woman suffered from a condition where she had “delayed development.”

Investigators said she met Belis through a friend.

He allegedly told her they were going to a movie and dinner in Harlingen but kept driving all the way to the Houston area.

Kingsville police arrested Belis back on August 30th but was extradited to Port Isabel on Thursday.

Belis is facing aggravated kidnapping, aggravated sexual assault and injury to a disabled person charges. His bond was set at $50,000.

Investigators said Belis is from Alvin but had recently been living in Los Fresnos.

Court records show that Belis has previous arrests going back to 1999 in Alvin and Santa Fe for evading arrest, marijuana, robbery and burglary.
