Former Hidalgo County commissioner Sylvia Handy is expected to face a judge in Edinburg on Monday morning.

The former Precinct 1 commissioner is in the middle of serving a 30-month federal sentence for a harboring illegal immigrant charge.

It was all part of the "Phantom Employee" scandal where Handy abused her office to employed illegal immigrants as county employees.

Instead of working in a county office, they worked in her Weslaco area home.

Hidalgo County Sheriff's Office deputies transported Handy from a federal prison near College Station back to the Rio Grande Valley late last week.

Handy and nine others are now facing state criminal charges related to the "Phantom Employee" scandal.

Most of the others have been arrested in connection to the case.

Handy was recently indicted on felony theft charges for her role in the scandal.

The former county commissioner is expected to be arraigned before Judge Bobby Flores in the 139th State District Court at 9 a.m. Monday.
