Alleged Gulf Cartel members charged with Hidalgo kidnapping

Two confessed members of the Gulf Cartel faced a judge on Friday evening in Hidalgo.

Hidalgo Police said Juan Velas Ruelas and Alberto Guevara Jr. lead the victim to a gas station in Edinburg where three or four other men forced him into what they believe was a black Tahoe.

Several days later, on Tuesday, Hidalgo Police officers at the Hidalgo-Reynosa International Bridge found the victim bound and gagged in the trunk of a car as they were conducting a routine inspection.

The juvenile driver was arrested.

An investigation led officers to Ruelas and Guevara.

Both men were charged with aggravated kidnapping, while Guevara faced additional charges for possession of a control substance.

Hidalgo Police Captain Robert Vela said “the two men confessed to having ties with the Gulf Cartel,” and that they were following orders from their leader in Reynosa or the surrounding area.

Vela added the victim was kidnapped in order to question him and find a load of 1500 pounds of marijuana that had gone missing.

Police said the focus will now turn to finding the three or four other men which actually carried out the kidnapping.
