Primera city leaders institute stricter hiring measures in light of the porn scandal that left their police department without a chief.

Joe Rodriguez stepped down as police chief amid multiple pornography investigations he was linked to.

The city council accepted the chief's resignation at Tuesday evening’s special called meeting.

Mayor Pat Patterson said Rodriguez admitted to “wrongdoing.”

A series of Action 4 News investigations highlighted transgender porn pictures he texted to a constable's work phone and alleged inappropriate material found on his police department computer.

The mayor said the city is moving in a positive direction from the scandal to rock the small community.

Reporter: "What's the lesson learned from this?”

Mayor: “The lesson learned is to do a thorough background check... That's the lesson learned.”

Reporter: “So things have changed in a positive way because of this?”

Mayor: “Yes it has.”

The mayor says new police department applicants will be placed on a probationary period of 180 days to run a better background check.

There's no word on when the police chief position will be permanently filled.
