It is trust that has taken Hidalgo County Sheriff Deputies years to gain and hundreds of man hours to maintain.  

Unfortunately it only takes one person to break that hard earned trust.

 "You can have 1-million' that a boy' in your left pocket and have just one that goes wrong," Hidalgo County Sheriff Lupe Treviño said.

 That one deputy that went wrong--Jorge Javier Cagigal.

 Sheriff Treviño said a teen accused the deputy of sexual harassment back in August after she was pulled over by Cagigal, handcuffed, and placed in the back of his patrol car.

From there, Treviño said, Cagigal unzipped his pants and showed the teen a condom. 

 "After he realized that he was not going to get anywhere with the girl voluntarily he took her out of the car and uncuffed her...that's when he attempted to move her hand towards his crotch," Treviño said.

 Trevino said, during the investigation, Cagigal denied having condoms in his patrol unit. But as he removed his personal belongings from that unit at the time of his suspension---an investigator noticed Cagigal hide something in the palm of his hand.

 It was the condom. 

 "There's no doubt that he knowingly and intentionally did what he was not supposed to do," Treviño said.

 Cagigal was charged with official oppression and tampering with evidence.

 His bond was set at $70,000.

Cagigal has since been fired from the Hidalgo County Sheriff Department.
