Hidalgo County Sheriff Lupe Treviño said deputies are still trying to identify the other suspects in the case.
Court records show that Tovar has an extensive criminal record with seven assaults, one drug case and two criminal trespasses.
Garza has two previous arrests and is on probation for a possession of marijuana case.
