Action 4 Investigates Elsa police chief not licensed

An Action 4 News investigation has revealed that Elsa Police Chief Domingo Rodriguez is not a licensed peace officer.

Action 4 News requested Rodriguez's records from the Texas Commission on Law Enforcement Officer Standards & Education (TCLEOSE). 

It turns out that Rodriguez originally became a licensed peace officer back in 1977 when he worked as an Elsa police officer. 

But he left the department and his license was deactivated back in 1983 because of no activity. 

Elsa city leaders appointed him as police chief back in November 2009 and was supposed to get his license back within one year's time.

He has logged 32 hours of classes and training but rodriguez failed to get his license.

Elsa city leaders told Action 4 News that they are looking into the matter.
