Juan Noland is wanted in Houston for the aggravated sexual assault of a 6-year-old girl in March of 2004.
The victim did not make her outcry until she was 13 years old.
Through their investigation, officers also found out Noland is wanted for violating parole on an illegal immigrant smuggling case out of Brownsville.
According to a crime stoppers tip from Houston, Noland is living in Brownsville and commutes on a bicycle.
He may wear glasses now.
Juan Noland also goes by the name Herman Noland.
He is described as 5 feet 7 inches tall, weighing about 170 pounds with brown eyes and black hair.
The 31-year-old man has a noticeable tattoo of a tear drop under his right eye.
