Donna ISD plans $30,000 banquet amid layoffs

During these sour economic times people more than ever are doing what they can to raise extra cash. 

It's no exception in the City of Donna. 

So how is it the Donna Independent School District plans to throw a party costing taxpayers tens of thousand of dollars?

Donna ISD Chief Financial Officer Oscar Cassiano told Action 4 News that he doesn’t even know the answer to the question.

"I'm a taxpayer too...and I'm not happy about that,” Cassiano said. "I think it's outrageous."

It's one of many strong opinions Cassiano has about a district he says is filled with “wasteful” spending.

"I've been hammering on overtime for bus drivers...I've been hammering on custodial staff...that they need to be placed on shifts," said Cassiano.

Perhaps his hammering led to his nail in the coffin. 

Cassiano is one of many district employees this week who've been told their services will no longer be needed at the end of the year. 

Superintendent Roberto Loredo said he can't comment on personnel issues.

But what about that party?

"It's an end of the year banquet where teachers are recognized for their service to the district," said Loredo.

Ryan: “Is this just really you being spiteful?"

Oscar: "I'm not being spiteful... I'm concerned for district."

Cassiano provided Action 4 News with a breakdown of the banquet costs.  

It included $1,000 for a rental hall, $14,000 for food, $3,500 for the band and $6,700 for awards.

In all, the total dollar figure balloons to nearly $30,000.

Turns out public calls for the party to be scaled back echo the CFO’s.

“I think the money could be spent else where… supplies… books… even a teacher’s salary,” said Donna resident Imelda Bryant.

Another taxpayer with his reasons for the event to be changed.

“That money could be saved by celebrating at a school district venue… it’s a waste,” said Ernest Tagle.

Superintendent Loredo tells Action 4 News he will speak to the board about the costs, but as of now, tough times or not... the party will go on.
