Five surrender for roles in McAllen fatal racing hit-and-run

Five people are in custody days after a father's plea for those who killed his son's friend on the side of U.S. Expressway 83 in McAllen.

The accident took the life of 20-year-old Julio Cesar Lacayo early Sunday morning.

Investigators told Action 4 News that tips allowed them to identify six people in four cars involved in the fatal accident.

As of Wednesday afternoon, four adults and one juvenile all thought to have been involved in the fatal hit-and-run have turned themselves in.

McAllen police believe the group might've been racing and were possibly intoxicated at the time of the crash where they all fled the scene.

Investigators said Julio and another friend were trying to change a tire on the side of Expressway 83 near South 23rd Street

Moments after getting the tire off, police said the boys heard screeching tires.

Both of them tried jumping out of the way but police say it was too late for Julio who got pinned against the car.

The 20-year-old died at the scene.

The driver of that truck that hit Julio and the driver of a Convertible also involved in the accident took off.

McAllen Police Chief Victor Rodriguez spoke to Action 4 News about the arrests.

"We will be bringing the people responsible for that fatality up on charges very soon,” Chief Rodriguez said.

Rodriguez said he's thankful to the media for getting the information out to the public and for the public responding.

It was an anonymous tip that lead them to the group.

Investigators tell Action 4 News that the group will most likely be arraigned on Thursday morning.
