An effort to crack down on illegal dumping ends in the arrest of a man with drug cartel connections.

It all happened in the Colonia Las Palmas just outside Harlingen on Wednesday afternoon.

The Cameron County Emergency Management Office told Action 4 News that an illegal dumping investigation led them to a home there.

Investigators began talking to Jose Cerceda-Balles but ended up turning him over to Border Patrol because he could not identify himself.

Authorities later learned that Cerceda-Balles has connections to a drug cartel in Reynosa.

Cercedes-Balles remains in custody while an investigation continues.
