The Willacy County Sheriff's Department is investigating a Mexican pilot.

They said he was flying so close to boaters near Port Mansfield that some of them dove into the water afraid for their lives.

Sheriff Larry Spence told Action 4 News his department got a call from the boaters Saturday evening.

They reportedly said they felt threatened by an aircraft flying too close to them.

Spence said the young pilot is from Mexico City and has been taking flying lessons in Weslaco..

The man claimed he was practicing take offs and landings.

The Mexican man is in jail charged with 13 counts of  aggravated assault.

He's expected to face a judge Monday.
