WASHINGTON (AP) -- U.S. Secretary of State Hillary Rodham Clinton is assailing what she calls "the absolute barbarity" displayed by terrorists and criminals around the world -- citing the decapitation of a Mexican investigator.

Clinton told ABC's "Good Morning America" today that the U.S. government is doing everything possible to help the family of David Hartley, an American who reportedly was murdered on a Texas-Mexico border lake.

Clinton says "the beheaded body of the brave Mexican investigator that just showed up shows what we're dealing with."

Hartley hasn't been seen since Sept. 30. His wife says pirates on Falcon Lake opened fire as the couple returned from Mexico to Texas on Jet Skis.

Tamaulipas Gov. Eugenio Hernandez Flores has invited Tiffany Hartley to go to the area prosecutor's office and file a formal complaint -- but she says she'll decline.

Hartley says she's supplied the information to the Mexican Consulate in McAllen.

In May, the Texas Department of Public Safety warned boaters to avoid the international boundary that zig-zags through Falcon Lake -- after men with assault rifles twice robbed fishermen on the Mexican side.
