Perry says Mexican commander killed to intimidate police

AUSTIN, TEXAS (AP) -- Texas Gov. Rick Perry says the death of a Mexican police commander investigating the reported shooting of an American tourist on a border lake was a message from Mexican gangsters.

Zapata County Sheriff Sigifredo Gonzalez told The Associated Press the decapitated head of Rolando Flores was found Tuesday in a suitcase outside a Mexican Army base.

Flores was investigating the reported shooting of David Hartley on Falcon Lake.

U.S. officials have said threats from drug gangs who control the area around Falcon Lake have hampered the search for Hartley. He was reportedly shot Sept. 30 while touring the lake with his wife on Jet Skis.

Perry says Flores' death is meant to intimidate law enforcement.
