A group of police officers is asking authorities to investigate allegations that four Brownsville Police Department administrators used city employees to fill and then deliver sandbags to their homes before Hurricane Alex.
Officers with the Brownsville Police Officer's Administration (BPOA) and Combined Law Enforcement Agencies of Texas (CLEAT) raised the allegations on Tuesday morning.
The two groups claim that Police Chief Carlos Garcia, Commander Robert Avitia, Lt. Orlando Rodriguez and Lt. William Ingram were all involved in the incident prior to the arrival of Hurricane Alex.
The groups allege that a police department-issued truck was used to pick up sandbags and that two Brownsville city employees assigned to the department delivered the sandbags to the homes of the four administrators.
The two groups assert that uniformed patrol officers had to replace civilian employees at sandbagging stations.
The officers called it a “misappropriation” of city labor and provided open letters and are asking for an outside and independent investigation for abuse of official capacity.
Both Chief Garcia and City Manager Charlie Cabler met at 2 p.m. to discuss the allegations.
Chief Garcia told Action 4 News that he had no comment but felt the allegations were being raised due to “ulterior” motives.
