Third arrest made in 'heroin boots' case

A Cameron Park man is behind bars for his alleged role in a scheme to smuggle heroin inside footwear.

U.S. Immigration & Customs Enforcement (ICE) agents arrested Procopio Rodriguez on federal drug charges on Wednesday.

A criminal complaint shows that the 27-year-old Cameron Park man led Jessica Gayle Smith into Matamoros where she picked up a pair of boots filled with two pounds of heroin.

Customs officers arrested Smith when she came back into the United States at Brownsville’s B&M International Bridge.

ICE agents arrested Donna Natalie Bocanegra last week for her role in orchestrating the deal and agreeing to move the drugs north.

A criminal complaint shows that Rodriguez admitted to smuggling heroin inside a pair of boots in a separate incident.

The Cameron Park man appeared before U.S. Magistrate Court Judge Felix Recio on Thursday morning.

Judge Recio denied bond for Rodriguez until a Monday afternoon hearing.
