BROWNSVILLE -- A Brownsville man and a teenager have been arrested in connection to a murder investigation.

"They were able to effect his arrest without incident" Brownsville Police Sgt. Jimmy Manrrique is referring to 29 year old Jessie James Rodriguez, who was arrested over the weekend in connection with the shooting death of Miguel Hernandez outside a home last Thursday.

"According to the investigation, detectives determined that the victim was involved with these individuals in some sort of drug activity and that he owed him money."

Rodriguez and a 16-year old juvenile were formally arraigned and charged with murder on Saturday.

"He committed a murder in the middle of a street clearly putting other people in danger."

Rodriguez was placed under custody near his apartment located on the 57-hundred block of Tapachula Street.

"He noticed surveillance vehicles in the area, and began to flee out of his residence but was immediately captured at the neighbor's residence"

Police detectives located and seized a firearm which may have been used in the crime.

"That weapon was recovered and ballistic tests are being conducted on that weapon to determine if it was the one used in the homicide."

But investigators believe this was not a random act of violence. "Rodriguez has been transferred to the Cameron County Jail under that charge." And he sits behind bars with a $1-million dollar bond.
