A 23-year-old has been arrested for indecency with a child.

David Bryan Brigham is accused of making a 10-year-old girl touch his private area.

Brownsville Police Department said that the young girl is his neighbor.

The victim made an outcry that he had forced her to touch him.

Brigham's bond was set at $20,000.
