Brenda Torres is the Humane Education Director at Palm Valley Animal Center in Edinburg. She said the summer months are their busiest---as more animals make their way through those shelter doors.

She said July 4th plays a role in that increase.

"It's because people have parties....there are a lot of noises and sounds,” Torres explained. “Our pets are just not used to that."

Many of these animals come in without identification Torres said.

"What we see a lot at the Palm valley animal center are animals coming in with collars and no id tags. We know this animal has an owner, but there is no way for us to know who the owners are."

Torres said the Center has the second largest intake of animals in the state of Texas. On a daily basis, she said, they take in 100 to 150 animals.

"The Rio Grande Valley does have a big problem,” Torres said. “The community really needs to get involved.

Torres said the only way to fix this growing problem is for the community to take action and spade and neuter their pets. Torres said the Palm Valley Animal Center offers micro chips for $15.
