Tetreau case remains in limbo amid internal affairs investigation

Tetreau, husband have history of nine domestic violence incidents

A criminal case involving Brownsville City Commissioner Jessica Tetreau remains in limbo amid internal affairs investigation.

Brownsville police arrested Tetreau in a domestic violence case during the early morning hours of September 10th.

The Cameron County District Attorney's Office told Action 4 News that the case remains in "intake" meaning she has not been formally charged or assigned a court.

Brownsville Police Chief Carlos Garcia said the Tetreau filed a complaint regarding her arrest prompting an internal affairs investigation.

Tetreau Speaks

Tetreau told Action 4 News that she's maintaining her innocence.

"We had a lot of questions," Tetreau said about the internal affairs investigation.

Tetreau described the incident as a "family issue" and a "private matter" but wanted to assure voters that it has nothing with her job or performance.

"I believe I'm an excellent commissioner," Tetreau said. "I'm not superwoman but my district and family come first."

Past Incidents

Records obtained by Action 4 News show a total of nine domestic violence reports between Tetreau and her husband Arturo Kalifa between December 2006 and the time of her arrest.

Kalifa is listed as the suspect in five of the nine reports while Tetreau is listed as the suspect in four of the cases.

Three of the reports  where Tetreau is listed as a suspect took place after she took office in May 2011.

No arrests were made during the prior incidents prior to Tetreau's arrest in September but police reports were filed in each case.

"We're like any family," Tetreau told Action 4 News. "We argue. We squabble. We love each other and we're trying to work this out."

Defense Attorney

Tetreau's defense attroney Veronica Farias told Action 4 News that the internal affairs investigation could be wrapped up as early as next week.

Farias said police officers responding to the scene did not make audio recordings while at Tetreau's home despite the capability to do so.

The Brownsville-based attorney said her client arrested by a female police officer.

Farias said her client is calling the officer's conduct into question.
