Southmost man jailed for slamming dog into concrete

A Southmost man is facing criminal charges after allegedly grabbed a dog by the neck and slammed it on a concrete sidewalk.

Brownsville police arrested 29-year-old Hector Rojas-Moncivaez on a cruelty to animal charge over the weekend.

Investigators told Action 4 News that a police officer was patrolling the 1800 block of La Posada Drive in the Southmost area of Brownsville when he saw Moncivaez with the dog.

The patrol officer allegedly saw Moncivaez grab the dog by the neck and slam it into the concrete.

Moncivaez allegedly picked up the dog a second time but the officer flashed the lights and sirens from his unit.

The 29-year-old Southmost man stopped and started to walk away.

The patrol officer questioned Moncivaez and learned he was the dog's owner.

Investigators said Moncivaez was a rrested and the dog was turned over to the custody of Brownsville Animal Control.

Moncivaez appeared before a Brownsville municipal judge on Monday where he was issued a $3,000 dollar bond.
