The discovery of a kilo of heroin inside a Brownsville woman's boots has now led to a second arrest.
Federal authorities arrested Donna Natalie Bocanegra on Tuesday for her alleged role in the case.
A criminal complaint filed in the case shows that Bocanegra arranged for Jessica Gayle Smith to pick up the drug-laden boots in Matamoros.
Smith was arrested coming back into the United States at Brownsville's B&M International Bridge on Sunday.
Bocanegra admitted to being Smith's contact and told investigators she was supposed to take her and the boots to Chicago.
The criminal complaint shows that Bocanegra admitted to being drug mule for her contacts in Mexico.
She told investigators that she drove cars loaded with drugs from Brownsville to Atlanta at least three times.
The Brownsville woman appeared before U.S. Magistrate Court Judge Ronald Morgan on Wednesday morning.
Judge Morgan ordered that Bocanegra remain in custody until a Thursday, January 7th hearing.
