Sergio Felix Prichard is wanted for Murder.

Investigators with the San Juan Police Department said Prichard shot and killed Oscar Arranda on October 7, 1999, at 607 West 3rd Street.

The investigation revealed the motive for the shooting was a $20 drug debt.

Witnesses came forward after the shooting and claimed Prichard was the shooter.

"Prichard is still on the run, possibly in the United States or Mexico," explained San Juan Sgt. Rolando Garcia.

Investigators believe Prichard has dual citizenship, allowing him to cross back and forth at the border.

Prichard is described as 6 feet 1 inch tall, 200 pounds, with brown eyes and brown hair.

He also has visible tattoos on his back and on his right hand.

Prichard has a visible scar across his nose.

Sgt. Garcia said Prichard should be considered armed and dangerous.

Anyone with information on this deadly shooting can call San Juan Crime Stoppers at (956)283-TIPS and help bring closure to the Arranda family.
