Former Willacy County District Attorney Juan Angel Guerra has filed a federal lawsuit against Texas State Senator Eddie Lucio, Jr. and 28 others.

The former district attorney alleges that Lucio and the others used their positions to derail an investigation into private prisons in Willacy County.

Guerra claims in his 35-page lawsuit that he secured three corruption convictions against three Willacy County officials in state and federal courts.

The former district attorney claims he was investigating the April 2001 death of inmate Gregorio de la Rosa when he began to uncover a massive kickback and corruption scheme between the private prison companies and public officials.

Guerra claims then-U.S. Attorney General Alberto Gonzales ordered then-U.S. Attorney for the Southern District of Texas Don DeGabrielle to halt a public integrity investigation.

The former district attorney claims that several public officials with connections to the prisons dragged his name through the mud and raised false criminal charges that ultimately cost him a bid for re-election and obstructed the investigation.

The lawsuit names the following defendants:

• State District Judge Janet Leal
• Willacy County Sheriff’s Department Deputy David Martinez
• Willacy County District Clerk Gilbert Lozano
• Corporation Wackenhut Correction Inc.
• Hale Mills Construction Inc.
• Hale Mills Construction Ltd.
• James Parkey, Corplan Correction, Inc.
• Corplan Correction Inc.
• Michael Harling, Municipal Capitol Market, Inc.
• Municipal Capitol Market Inc.
• Ramon Vela
• Phil Parker, Hale Mission Construction
• J. C. Conner, Management and raining Corporation, Inc

Among the accusations are engaging in organized criminal activity, accepting of an honorarium, abuse of official capacity, official oppression, murder and manslaughter.

The former district attorney had secured a criminal indictment involving similar accusations against former Vice President Dick Cheney and several others named in this new lawsuit back in November 2008.

The case was thrown out but Guerra continues to fight against abuses in private prisons in Texas and other states.

If this fellow had any credibility this would be a newsworthy story. As it is, most rational people in these parts view the guy as a crackpot and attention craver to begin with. Unfortunate that if he truely believed in this lawsuit he didn't find someone more credible to do the filing.

It is time for all that is hidden to come to the light. Juan Guerra is truly doing a good job. It doesn't take a much to see the corruption going on in the valley. If the people mentioned have nothing to hide let the investigation continue the truth shall set them free. Those in political office need to get back to being honest, having integrity and respecting and serving the people who elect them. All elected officials are there to serve not to be served. My prayers are with Juan Guerra may the Lord Jesus give him wisdom and favor in this situation. I also pray for all the elected officials may they also have wisdom to do what is honest, pure and true. Remember the government for the people, by the people is still part of the constitution of our Great U.S.A.

WTF ARE U PEOPLE STUPID OR WHAT, I HAVE LIVED IN WILLACY COUNTY MOST OF MY LIFE BEFORE HE BECAME WILLACY'S DAIT WAS NICE PLACE TO LIVE WHERE U DIDN'T HAVE TO FEAR ANYONE HURTING OR ROBBING U BUT THEN THIS IDIOT TAKES OVER AND CHAOS ENSUES. HE NEVER WAS A GOOD PERSON ALWAYS HELPING THE CRIMANEL ELEMENT LOOSE ON THE STREET WORKING DEALS WITH SHADY PEOPLE AND SUING THOSE WHOEVER ROSE OR TALKED BAD ABOUT HIM. good job mr. guerra finally someone is bringing their dirty corrupted crooked things on the open. it was about time. get them mr. guerra; don;t let those scum backs get away with their dirty jobs and plus i hope they serve jail time so that way they can bump into all of the ones they sentece so they can feel how it is to be put behind bars for life idiots. they think just because they got so call power they can get away with murdere; i hope they get theirs; once again great job mr. guerra. and watch out for them voltures.

During the administration of President Bush and Attorney General Gonzales it was impossible to get to the bottom of this sort of corruption. The swindlers who ripped off Willacy county taxpayers would have gotten away with it, were it not for the perserverance of Mr. Guerra.

The problem is, they are still all at it. If he succeeds he may well be able to put a stop to this particular scam that has looted so many towns.

THIS MAN DESERVES TO BE HEARD. I AM NOT FROM RAYMONDVILLE; BUT I STRONGLY THINK THAT SOMETHING IS WRONG. SEN LUCIO'S NAME HAS BEEN INVOLVED FOR A WHILE AND OBVIOUSLY THE PEOPLE THAT HAVE DEFENDED LUCIO ARE HIS SUPPORTERS. WITH THIS; DA GUERRA DOES NOT GET A CHANCE.
