EL PASO, TEXAS (AP) -- A Mexican man who said he was kidnapped, beaten and tortured in Mexico has been charged with illegally entering the United States.
The U.S. Border Patrol says agents spotted Moises Reyes Carranza crossing a shallow spot in the Rio Grande west of downtown El Paso Wednesday night.
Agents say he was handcuffed, had a plastic bag over his head and rope tied around his knees.
Border Patrol officials tell the El Paso Times that Reyes said he had been tortured.
After receiving treatment at a local hospital, he was jailed on a federal charge of illegally entering the United States after previously being deported.
